According to a newly leaked, confidential memo from Santa Barbara County Department of Children & Family Services (DCFS), child welfare investigators found there was no basis for allegations that Michael Jackson had abused the boy now accusing him of molestation. The investigation took place in february of 2003.
The memo, written by Jennifer Hottenroth, assistant regional administrator for the child services agency, clearly states: "The investigation by the Sensitive Case Unit [Los Angeles County Department of Children and Family Services] concluded the allegations of neglect and sexual abuse to be unfounded, both by the LAPD Wilshire Division and the department."
